Q&A: Do I have to pay any US import tax if I buy shoes on EBay that ship from Germany?

There are no duty free allowances on goods shipped from overseas unless you purchased them in person overseas and shipped them to yourself. They would be treated as part of the goods you carried back with you and any duty free allowance would be aggregated upon your return. That is, the goods you shipped would be added to the goods you were carrying, the duty free allowance would be applied to the total, and any excess would be subject to duty.

This link will get you started: http://www.cbp.gov/xp/cgov/trade/trade_programs/duty_rates/ Be advised that it is extremely complex to navigate due to the complexity of duties themselves. They are based upon the exact goods, their materials, the country of origin of the raw materials and the country of origin of the finished goods. Just because you purchased them from a German vendor doesn’t mean that Germany is the country of origin of the goods so you’ll need to know that up front to make any sense at all of the Customs website.
